New regulations governing mobile operators came into force in Kazakhstan on August 20. Under the updated rules, telecom providers planning a tariff rate increase must formally notify subscribers at least 60 days in advance via SMS and publish the details on their official websites.

Additionally, operators are now required to provide round-the-clock free access to essential social and government mobile applications. According to Ainur Bisenbaeva from the Telecommunications Committee, a defined list is currently being finalized, expected to feature platforms such as eGov, eGov Business, eOtinish, and Aitu.

The updated rules also tighten regulations around mobile phone sales. Before completing a sale, vendors must verify the device’s identification code in the national database to ensure it has no restrictions or active blocks, and this code must be printed on the purchase receipt. Furthermore, signing a new mobile service contract now requires biometric verification. Experts note that the 60-day notice window allows consumers sufficient time to switch plans or providers, while emphasizing that long-term price control and service quality depend on boosting market competition.
