Major Eurovision rule change: Countries facing conflict officially barred from hosting

The European Broadcasting Union (EBU), the organizers of the international Eurovision Song Contest, has introduced strict and unexpected rule changes. Moving forward, any winning country experiencing armed conflict or a complex geopolitical situation will automatically lose its right to host the contest the following year.
Under the new regulations, an independent assessment will be conducted to evaluate the safety level in the region. If it is determined that the broadcaster of the winning country cannot guarantee secure hosting, the EBU will select an alternative host nation. Notably, after Ukraine won in 2002 [sic], the contest was held in the United Kingdom due to the war. Consequently, while this practice already existed informally, it has now been officially codified into the rules.
In addition, two other important modifications have been made to the contest regulations:

Stricter age limit: All competing artists must now turn 18 years old by the day of their first rehearsal (previously the minimum age was 16). Organizers note that this update builds on existing efforts to enhance security measures and protect young performers from the pressures associated with Eurovision.

Live vocals requirement: Restrictions have been placed on backing tracks and pre-recorded elements, ensuring that the lead vocals remain the sole carrier of the primary melody and cannot substitute or excessively support live singing.
These new rules will take effect starting in 2027, when Bulgaria is set to host the contest following its historic victory in May 2026 by singer Dara with the track "Bangaranga".
