Changes in Kazakhstan's Primary School Assessment System: Notebook Grading to Be Reintroduced

Kazakhstan is implementing a new evaluation framework for primary school students. Minister of Education Zhuldyz Suleimenova announced that along with the removal of unit (SAU) and term (SAT) summative assessments in primary grades, teachers will resume the practice of daily notebook grading.

Under the updated guidelines, mandatory dictations, summaries, and essays in language studies, as well as control tests in mathematics, are being restored. Written work completed in notebooks will serve as a key criterion for evaluating student progress. These new assessment standards are being developed by a newly established dedicated department within the Y. Altynsarin National Academy of Education.

Additionally, to reduce administrative burden on educators, the moderation system for primary grades is being completely eliminated. The relevant draft decree by the Ministry of Education is currently open for public discussion on the "Open Regulations" portal.
