A former orphanage resident in the Pavlodar Region has successfully restored her original standing on the state housing waitlist through a court ruling, ending years of legal disenfranchisement caused by official negligence.

The legal dispute dates back to 2008, when the citizen, identified as B., was placed in an orphanage after losing parental care. However, due to the failure of guardianship authorities to carry out their duties, she was not officially registered on the housing waitlist until 2014 - six years late. The situation worsened in 2023 when local housing authorities completely removed her from the list, falsely alleging she had relocated to another town.

Despite multiple formal complaints, officials initially only restored her spot back to 2014 rather than 2008. Left with no other choice, she turned to the judicial system to reclaim her rightful status.

During court proceedings, the judge confirmed that the delay was entirely the fault of responsible state bodies and orphanage administration, who were legally mandated to register minors on the housing list. The court ruled that the plaintiff's constitutional rights had been violated and ordered her waitlist registration date to be retroactively restored to 2008 - the exact year she entered the orphanage.

With the ruling now legally binding, the young woman is now significantly closer to finally receiving her government-provided home.
