Maksat Tolykbai has highlighted the core significance and the unique preparation process of the new amendments to the Constitution. According to the deputy, the primary achievement of this reform is the transparency of the document and its accessibility to the general public.

Drawing a comparison between the authors of the current law and the new draft, Maqsat Tolyqbay stated:

"You likely know the authors of the Constitution we all use today - it was written by only 12 people. Nine of them were Kazakhstanis, and three were experts invited from abroad. In contrast, approximately 130 people worked on the current new norms."

This increase in participants reflects a significant expansion in the scale and inclusivity of the legislative process.

Furthermore, the deputy addressed the critical issue of legal language complexity. He did not shy away from acknowledging that previous Kazakh-language legal texts were difficult to comprehend:

"First and foremost, we have fixed our language. As you know, the Kazakh-language texts were wordy and complex. Let alone ordinary citizens, even lawyers themselves could barely understand them."


According to Maksat Tolykbai, the new edition has streamlined legal norms to be as simple and intelligible as possible for everyone.

Maqsat Tolyqbay also emphasized the special importance given to the preamble (introductory section) of the new Basic Law. "Who are we? What kind of people are we? Where are we headed? We surely have a history; whose heirs are we? We have clearly defined all of this in the preamble, marking it as if etched in stone," he concluded.

These changes demonstrate that the Constitution is evolving beyond a mere legal document into a primary manifest that defines the country's historical continuity and national identity.
