Movies that have not undergone a specialized expert evaluation will no longer be allowed for public screening in Kazakhstan. Prime Minister Olzhas Bektenov announced this measure in an official response to an inquiry from Parliament deputies.

The relevant amendments, developed by the Government, were passed by the Mazhilis at the end of 2025 and are currently under consideration by the Senate. Once the law takes effect, all films—both domestic and foreign—must pass through a specialized Expert Commission before they can be released in cinemas. Additionally, the monitoring of the country’s film distribution market will be significantly strengthened.

In his response, the Prime Minister stated that the Ministry of Culture and Information will prioritize content aimed at strengthening national unity. These measures are designed to enhance ideological standards and social responsibility within the cultural sector.

The parliamentary inquiry was triggered by the release of the film "Ruyng Kim?" (What Is Your Clan?), which sparked heated public debate and widespread criticism.

Deputy Erlan Sairov expressed concerns that content promoting "clannism" or tribalism is becoming a dangerous trend that threatens the internal unity of the nation. Following the backlash, the film was officially withdrawn from cinemas on December 18, 2025.
