In Kazakhstan, lawmakers plan to formalize a rule stating that messaging app conversations, verbal agreements, video recordings, and even advertising promises will be considered part of a contract for the purchase of goods and services. This was announced by Mazhilis deputy Murat Abenov while presenting amendments to the Consumer Rights Protection bill.

According to the deputy, the new measure will allow citizens to prove violations of transaction terms even when a written contract is absent.

“If a seller promises certain conditions, such as a warranty period, and it is recorded in a chat, they will be obliged to fulfill them,” explained Murat Abenov.

The amendments also introduce fines for sellers who fail to meet their obligations. In such cases, consumers will be able to demand refunds and compensation. Abenov noted that before going to court, buyers are advised to send a claim to the seller. If there is no response within 10 days, the case can be brought to court, and judges will be required to consider such claims.

The bill aims to strengthen consumer protection and increase business accountability for public promises and sales conditions.
