Deputies of the Mazhilis of the Parliament of Kazakhstan have approved the draft law "On Psychological Activity" in its first reading. The new document will regulate the psychological services market in the country and legally establish the requirements for specialists.

According to Mazhilis deputy Ayna Musralimova, although the demand for psychological services has increased significantly in recent years, this sector has remained unregulated. Currently, anyone without specialized education or qualifications can call themselves a "psychologist" and provide services. The new law aims to fill these legislative gaps.

Key Norms Provided in the Draft Law:

• All practicing psychologists must be registered in a mandatory state register.

• Specialized education and verified qualifications are mandatory to engage in psychological activities.

• Those in private practice must sign a mandatory contract with the client.

• Legal guarantees are provided for the preservation of information obtained during the work process.

• Psychologists are strictly prohibited from using medication for treatment. A clear distinction is made between psychological assistance and medical activity.

According to the draft law, specialists will be prohibited from working with minors without the written informed consent of parents (except for work in educational organizations, or in emergency and crisis situations).

Additionally, within the framework of initiatives started at the end of 2025, there are plans to introduce licensing for coaches and "popular psychology" specialists in Kazakhstan, as well as a certification system based on ICF (International Coaching Federation) international standards.

Administrative fines will be imposed on individuals who violate these rules or provide services without registering in the database. The new law is aimed at ensuring the safety of recipients of psychological assistance and protecting them from low-quality services.
