President of Kazakhstan Kassym-Jomart Tokayev has raised concerns regarding the "serious side effects" of the widespread use of Artificial Intelligence (AI). He noted that individuals are increasingly neglecting the development of their own skills, relying on neural networks even for drafting speeches. The Head of State shared these observations during a meeting at the Financial Monitoring Agency (FMA).

During the meeting, the President instructed FMA staff to pay special attention to key sectors such as education and healthcare. He also emphasized the importance of utilizing modern digital approaches when analyzing financial transactions.

"The primary task for the agency's employees is not the total inspection of financial institutions, but the identification of risks to the national economy and taking timely measures to mitigate them. Actions must be taken without excess," stated Kassym-Jomart Tokayev.

While the Head of State acknowledged that digital tools are indeed necessary for this work, he stressed that their use should not serve as a substitute for critical thinking and professional expertise.

"Not only artificial, but one's own natural intelligence is still essential. I notice that people have started to rely so much on AI that they have even stopped writing their own speeches—assigning it to Grok or ChatGPT. As a result, people are not learning as they should; they are not receiving a proper education, but are instead only learning how to use this intelligence in various formats," the President said.

Kassym-Jomart Tokayev described this trend as a "very serious side effect" of the development of neural networks and emphasized that digitalization should complement professional competencies, not replace them.
