Murat Abenov: The State Must Guarantee Children the Right to Scientific Exploration, Not Just Basic Schooling

Within the framework of Kazakhstan’s ongoing constitutional reform, the issue of enshrining the freedom of creativity and scientific research at the level of the Basic Law is being actively discussed. According to Murat Abenov, a deputy of the Mazhilis (the lower house of Parliament), this norm will serve as a primary guarantee for enhancing the nation’s intellectual potential and implementing new innovations. Members of the Commission fully support proposals to strengthen the freedoms of creativity, speech, and scientific inquiry, aiming to include them in the new edition of the Constitution.
Abenov emphasized that economic growth and spiritual modernization are only possible in an environment where free thought and creativity flourish. "Unless systematic measures are taken to support research, it will be impossible to achieve modern breakthroughs," the deputy noted. He also reminded that the exercise of one’s freedom must not infringe upon the rights or dignity of others.
According to Kazinform, during a meeting of the Constitutional Commission, the deputy proposed including extra-curricular and supplementary education for children in the list of state guarantees. A prime example of this initiative is the emergence of "Schools of the Future" across the country. These educational institutions are equipped with the latest digital devices and robotics kits, allowing children - including those from low-income families - to engage freely and fully in scientific activities. Consequently, the deputy argued that the state should legally guarantee not only secondary education but also access to supplementary education focused on research and innovation.
It is worth noting that the consolidated draft of amendments and additions to the Basic Law was presented by Bakhyt Nurmukhanov, Deputy Chairman of the Constitutional Court. These steps are intended to lay a solid legal foundation for the free development of the individual within a democratic state.
