The Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan has intensified comprehensive measures to integrate citizens with disabilities into the national labour market. In accordance with the Social Code, specific employment quotas have been mandated for large and medium-sized enterprises across the country.

According to official data from the Ministry, the 2026 quota system will involve 2,600 employers who are required to provide a total of 16,700 job vacancies. Emphasizing the significance of this initiative, ministry specialists stated:

"This represents a tangible opportunity for citizens with disabilities to not only secure a stable income but also to fully realize their professional potential."

To ensure transparency, a comprehensive list of participating employers has been published on the Electronic Labour Exchange (Enbek.kz). The directory is categorized by districts and cities, enabling job seekers to efficiently locate suitable vacancies within their respective regions.

Ministry representatives commented on the strategic importance of the system:

"Quoting is more than just creating vacancies; it is a fundamental tool for building an inclusive social environment where every individual is in demand. Moving forward, we will automate quota calculations for enterprises with more than 50 employees and enhance monitoring mechanisms."

Furthermore, regional Career Centres will provide practical and advisory support to employers during the candidate selection process. This initiative follows previous announcements regarding the introduction of unified rules for "Inva-taxi" services. Collectively, these measures are designed to promote social adaptation and foster a barrier-free working environment for persons with disabilities in Kazakhstan.
