In a landmark shift for Kazakhstan’s social policy, new amendments to the national legislation now allow non-working fathers to have the time spent on childcare officially recognized as work experience. This period will be credited toward their seniority when calculating age-related pension benefits.

This legal shift was incorporated into the Social Code following a directive from the Constitutional Court. The provision ensures that any father who provides primary care for his minor children will no longer face a disadvantage in his future pension entitlements, effectively granting him the same social recognition previously afforded primarily to mothers.
In addition to pension reforms, the legislation introduces a significant shift in terminology by replacing the term "single mother" with the gender-neutral "single parent." This amendment, championed by Members of Parliament, aims to equalize legal rights for all individuals raising children alone.

A direct consequence of this redefinition is the extension of labor protections to men. Employers are now legally prohibited from terminating the employment of single fathers on their own initiative, a protection that was formerly exclusive to single mothers. These comprehensive measures are intended to strengthen the institution of the family, promote gender equality in parenting, and provide a robust legal framework for the evolving role of fathers in Kazakhstani society.
