The Ibaraki Prefecture of the Land of the Rising Sun has launched a controversial initiative that has sparked intense public debate. Citizens who provide information about foreigners working illegally or the employers who hire them will now receive a cash reward of 10,000 yen (approximately $63), according to Kyodo News.

Located northeast of Tokyo, this region has led the country in cases of illegal labor migration for the past four years. In response, local authorities plan to implement this special reward system starting in the 2026 fiscal year. However, the payment will only be issued if the information is verified and leads to an arrest.

Ibaraki Governor Kazuhiko Oigawa defended the measure, stating it is not intended to persecute foreigners:

"Our goal is to create a society that does not tolerate illegal labor. This is a necessary condition for the full participation of foreigners in the life of our country," he said during a press conference.

Despite these claims, human rights activists and the bar association are staunchly opposed to the plan. They argue that cash incentives will foster suspicion among neighbors and fuel discrimination and social division within the community.

"People will begin to look at every foreigner with suspicion," activists warned, highlighting the potential for increased prejudice.
