The Minister of Education, Askhat Aimagambetov, has announced the development of a special bill designed to protect educators from excessive workloads and bureaucracy. The new document aims to expand teachers' rights and prevent them from being recruited for tasks outside their primary professional duties.

According to the Minister, once the law is enacted, it will officially prohibit forcing teachers into the following activities:

  • Social Media Management: Creating "reels" or managing institutional social media pages during working hours.
  • Off-hours Communication: Responding to WhatsApp messages late at night or outside of official working schedules.
  • Double Reporting: Submitting reports in both electronic and paper formats simultaneously.

"Teachers should be dedicated to providing quality education and conscious upbringing to children, rather than being preoccupied with tasks that fall outside their scope," Aimagambetov emphasized.

Currently, proposals regarding the draft law are being collected, and the working group discussion phase is scheduled to begin next week.

According to the Ministry of Education, the incidence of reported violations against teachers' rights has decreased threefold over the last six years. Specifically, between 2020 and 2022, there were 111 recorded cases, whereas in the last three years, that number dropped to 38 cases.

The most frequent violations identified include forcing educators to perform duties not included in their job descriptions, verbal abuse, and pressuring them to subscribe to various publications or purchase concert tickets.

It is worth noting that at the end of 2025, Serik Ashirov, Chairman of the Committee for Quality Assurance in Education, stated that the vast majority of teachers in Kazakhstan are satisfied with their work and current salary levels.
