Public hearings on street renaming in Rudny ended in controversy after a local resident was held administratively liable for minor disorderly conduct, according to the Kostanay Region Police Department.

The incident occurred on November 21 during discussions on proposed changes to street names. According to the police, the woman repeatedly interrupted speakers, shouted insults, and used offensive language. Her actions disrupted the order of the event and caused discontent among participants.

“The woman’s behavior was deemed disrespectful to attendees and a gross violation of public order,” the police said.

Following the preparation of an administrative report, the case was referred to court. The judge found the woman guilty of an administrative offense of petty public misconduct and imposed a fine equivalent to 20 monthly calculation indices, totaling 78,640 tenge.

Authorities reminded the public that hearings are intended as a platform for dialogue, not conflict, and emphasized the importance of following regulations and showing mutual respect during discussions of socially significant issues.

The hearing addressed the renaming of Ivan Franko Street and 50 Years of October Street, with proposals to name them after Hero of the Soviet Union Aliya Moldagulova and Dostyk Street. During the vote, 11 out of 12 deputies supported replacing the Soviet-era names with Kazakh names. Only Amanat Party deputy Valeriy Girfanov, director of the Rudny Cultural and Entertainment Center (KRC Gornyak), opposed the change.

The discussions became heated after local resident Ekaterina Korchagina spoke in favor of keeping the original street names, stating, “I don’t care about the regulations.” She was removed from the hall for violating the order, after which the Maslikhat chairman contacted the police.
