Kazakhstan has proposed revisions to the rules for taking driving license examinations. The Ministry of Internal Affairs has drafted amendments concerning retaking exams, exchanging foreign driver’s licenses, and registering vehicles.

Here are the primary proposed updates:

  • First failed attempt: Retaking the exam will be permitted on the following business day.

  • Second failed attempt: Candidates must wait 10 days before their next attempt.

  • Three failed attempts: Any subsequent retake of the corresponding exam will require a fee.

  • Passing theory but failing practice: Theoretical exam results will remain valid and will not be canceled.

  • Exchanging foreign driver's licenses: Applicants will be required to pass a theoretical exam. Additionally, the authenticity of the original document must be confirmed by the competent authority of the issuing country.

The requirements for vehicle registration are also set to be simplified. Following vehicle modifications, a separate inspection will no longer be mandatory; presenting documentation that confirms the safety of the modifications will be sufficient.

These regulations have not yet taken effect and are currently proposed amendments drafted by the Ministry of Internal Affairs.
