To curb financial crimes in Kazakhstan, a proposal has been raised to introduce supplementary biometric identification - specifically facial recognition - for funds transfers conducted by individuals aged 14 to 22. The initiative was put forward by Kurultai MP Didarbek Dildabek.

According to the lawmaker, students frequently open bank accounts at the start of the academic year and rent them out to third parties in pursuit of easy income. However, young people rarely comprehend the legal fallout and personal liabilities associated with these illicit financial schemes.

"There are notable gaps in preventive work across educational institutions. Systematic communication among law enforcement, educators, and psychologists remains lacking. We must overhaul how we deliver information to youth using language they resonate with," stated Didarbek Dildabek.

The core recommendation entails requiring biometric verification for money transfers exceeding 50,000 tenge made by individuals aged 14 to 22.

Additionally, several supplementary measures were proposed to shield youth from financial crime:

  • Establish rapid information sharing among commercial banks, law enforcement agencies, and educational institutions;

  • Conduct awareness campaigns for first-year students within the first 15 days of the academic year regarding drug-related offenses and the dangers of sharing bank credentials;

  • Utilize the "Digital Family Card" to deliver targeted assistance, including food and clothing vouchers, to vulnerable youth;

  • Organize short-term employment opportunities with daily payouts at municipal enterprises for students.
