Kazakhstan Declares National Day of Mourning Following Caspian Sea Military Tragedy

Kazakhstan is observing a National Day of Mourning on September 25 to honor the service members who lost their lives in Mangystau Region. The nationwide commemoration was designated under Presidential Decree No. 334, signed by President Kassym-Jomart Tokayev on September 24.

The tragedy occurred on September 24 off the Caspian coast during naval exercises conducted by the Kazakh Naval Forces. Severe and sudden deterioration of weather conditions forced 19 military personnel out into open waters. Latest official reports confirm 12 fatalities and 3 rescues, while search efforts continue for two missing personnel. A government commission has been established to investigate the incident alongside active criminal proceedings.

In accordance with the Constitutional Law "On State Symbols of the Republic of Kazakhstan," the national flag is being flown at half-mast on all state and administrative buildings across the country. All public entertainment and cultural events have been suspended.

The Ministry of Culture and Information issued mandatory guidelines for media outlets, broadcast operators, and public institutions. Official websites are required to display a dedicated black mourning banner. Media platforms have been advised to remove advertising, interactive entertainment content, and auto-playing audio. Outlets are also instructed to restrict or closely moderate user comments and refrain from broadcasting graphic imagery or footage from the site of the tragedy. Broadcast operators have similarly paused transmissions of foreign entertainment and advertising channels for the day.
