Speaking at the Council of Heads of State of the Commonwealth of Independent States (CIS), President of Kazakhstan Kassym-Jomart Tokayev called for fostering a strong culture of reading among young people to counter the "TikTok mentality" and behavioral patterns spawned by today's "digital dictatorship."

According to the Kazakh Leader, reading serves as the cornerstone of quality education, sound critical thinking, and well-rounded personal development. To address this issue, he proposed establishing the "CIS Golden Library Fund," a unified collection showcasing the finest literary works from nations across the Commonwealth. The initiative encompasses professional literary translations and the creation of an accessible digital library.

President Tokayev suggested housing this initiative within the new Presidential Library in Astana, which is scheduled for completion in mid-2027. Citing Kazakhstan’s successful implementation of National Book Day and the "100 Must-Read Books" project, Tokayev emphasized the value of expanding this educational framework across the broader CIS region.

Furthermore, the President underscored the role of the Russian language in strengthening educational, scientific, and interpersonal ties among CIS countries, expressing support for the International Organization for the Russian Language. At the same time, he stressed the paramount importance of preserving the linguistic and cultural diversity of member states, emphasizing mutual respect for the history, traditions, and heritage of every nation.
