Investigation Launched Under Two Criminal Articles Following Fatal Caspian Military Exercise

An official criminal investigation has been launched under two separate charges in response to the tragic deaths of 12 service members during naval exercises in the Mangystau Region. The development was confirmed by Deputy Minister of Internal Affairs Sanzhar Adilov during a government commission meeting.

The investigation is proceeding under Article 453, Part 2 of the Criminal Code (Negligence in the line of duty leading to severe consequences) and Article 465 (Violation of navigation rules). An interdepartmental investigative team has been established to conduct operational inquiries and oversee forensic examinations. Deputy Prime Minister Kanat Bozumbayev instructed officials to expedite the investigation and ensure all responsible individuals are held accountable.

Health officials provided an update on the hospitalized service member whose condition was previously classified as critical. Vice Minister of Health Manas Ramazanov stated that the soldier is now in stable condition, receiving necessary medical care with no immediate threat to his life. Search operations remain active for two military personnel who remain missing following the sudden weather shift during the September 24 coastal maneuvers.

The government commission also addressed assistance for the families of the deceased. Vice Prime Minister Bozumbayev pledged full state social and financial support, adding that private contributions from citizens and businesses will be strictly monitored by the Ministry of Labor and Social Protection and the Mangystau Regional Administration to guarantee complete transparency.
