Beginning January 1, 2027, the Kazakh government will officially incorporate family prosperity levels into the evaluation process for allocating several state allowances. Citizens whose economic status is designated as "high" or "prosperous" (Categories A and B within the Digital Family Card framework) will no longer qualify for listed benefits. Furthermore, active benefit payouts will be terminated if a recipient transitions into these upper categories.

The new policy applies to a comprehensive range of state benefits, including child birth and child care allowances up to 1.5 years, multi-child family benefits, payments for decorated mothers, disability and survivor benefits, special state allowances, and caregiving payments for individuals with Class I disabilities or children with special needs. Funeral lump-sum payouts and special occupational allowances will likewise be subjected to need-based screening.

However, key social protections remain exempt from financial screening. Disability allowances for children and individuals with Class I or II disabilities will continue regardless of family wealth. Full orphans will receive survivor benefits without economic evaluation, and exemptions are also established for decorated mothers receiving age-based pensions, World War II veterans, rear-front workers, and select occupational benefit recipients.

Prosperity categories are calculated using data from the Digital Family Card, evaluating household income, debt, employment, real estate, and physical assets, though the resolution does not set a single fixed income threshold. Households whose benefits are stopped will be reassessed monthly; if their financial standing drops to a vulnerable category (C, D, or E), eligibility will automatically resume. To qualify under the new mechanism, all adult family members must consent to data verification - including bank confidentiality and credit obligation checks - as refusal may result in the suspension of state benefits.
