Kazakhstan prepares to host ICAO Aviation Security Week for the first time

Cyberattacks, unmanned aerial vehicles, the rapid pace of digital transformation, and the fallout from armed conflicts are introducing entirely new requirements for civil aviation security. These critical challenges will take center stage at the International Civil Aviation Organization (ICAO) summit taking place in Astana from October 20 to 22.
For the first time in its history, Kazakhstan will host ICAO Aviation Security Week. This major international forum will bring together heads of foreign aviation authorities, industry experts, and representatives of prominent international bodies. Key attendees include ICAO Council President Toshiyuki Onuma and ICAO Secretary General Juan Carlos Salazar.
The summit will center on the pressing physical and digital threats facing the aviation industry today. Participants will examine critical infrastructure protection, the rise of cyber incidents, the proliferation of drones, and the challenges of ensuring civil flight safety amid geopolitical tensions and active conflicts.
A dedicated session will address enhancing real-time information sharing regarding emerging threats and refining proactive risk assessment systems to mitigate hazards before incidents occur.
According to the Ministry of Transport of the Republic of Kazakhstan, the country currently achieves a 95.7% compliance rate with international aviation security standards. This performance places Kazakhstan among the top 20 nations globally and establishes it as a regional leader in Central Asia.
Delegates in Astana will explore the integration of novel aviation technologies, workforce training, continuous operation of security systems, and strategies to build resilience against digital threats. Discussions will align with the Global Aviation Security Plan (GASeP) and ICAO’s Universal Security Audit Programme Continuous Monitoring Approach (USAP-CMA).
The Astana gathering serves as a vital preparatory milestone leading up to the Third High-Level Conference on Aviation Security (HLCAS/3) scheduled for 2027. The summit is expected to produce actionable guidelines for global aviation authorities to strengthen rapid response capabilities and maintain operational continuity in volatile environments.
