Kazakhstan Considers Mandatory Home Insurance Against Natural Disasters

Kazakhstan is considering the introduction of a mandatory housing insurance system to protect properties against natural disasters. The proposal is outlined in a draft development program for the country's insurance market through 2030.
Under the proposed model, homeowners would be required to pay an annual insurance premium. Preliminary estimates suggest the annual cost could range from 2,000 to 20,000 tenge.
The exact rate would depend on the risk level of natural disasters in a specific region. Consequently, properties located in areas with a higher likelihood of earthquakes, floods, or other natural hazards would face higher insurance costs.
The policy will not be implemented immediately. Plans call for a three-year transition period to build up a dedicated pool of funds aimed at covering disaster-related damages.
Mandatory collections from property owners will begin only after this transitional phase is completed.
These requirements remain under discussion and have not yet been finalized, as they are currently part of the strategic proposal for the 2030 insurance market framework.
