The Eurasian Economic Commission (EEC) has introduced fundamental changes to the rules for international e-commerce. Starting July 1, 2026, the process for ordering goods from countries such as China, the USA, and Europe will change significantly.

New financial requirements have been approved for parcels arriving from non-EAEU member states. The primary shift lies in the taxation principle:

  • The 200-Euro Limit: If the value of the goods does not exceed 200 euros, no additional payments are required.
  • Tax on the Total Amount: Previously, customs duties were applied only to the amount exceeding the limit (for example, only on the 50 euros of a 250-euro purchase). Now, the tax will be calculated based on the entire value of the item (the full 250 euros).
     A customs duty of 5% of the purchase price will be charged, along with VAT (Value Added Tax) at the rate established in the country. Furthermore, the minimum customs duty must not be less than 1 euro per kilogram.
    Notably, the new regulations have removed weight restrictions, shifting the primary focus solely to the price of the goods.

 

Exceptions and Special Categories:
The following products are not eligible for tax exemptions and must be declared under general rules:

  • Specialized Equipment: Tanning beds, medical furniture, slot machines, and internal combustion engines.
  • Excised and Dangerous Goods: Alcohol, tobacco, weapons, and ammunition.
  • Vehicles: Cars, as well as water and aircraft.

Authorities explain this move as a crackdown on "gray imports." Until now, many entrepreneurs avoided taxes by importing tons of goods under the guise of "personal use." The new system aims to support honest local businesses and increase budget revenues.
