 Vice Minister of Finance Yerzhan Birzhanov has clarified that citizens receiving large sums via mobile transfers will not face immediate penalties. Speaking at the Mazhilis, Birzhanov explained that even if an account receives over 1 million tenge from multiple individuals for three consecutive months, the State Revenue Authority will not automatically impose fines.

Instead, a structured verification process will be followed:

• Notification: Authorities will first request a clarification regarding the source of funds.

• Voluntary Compliance: If the activity is commercial, the individual may register as an Independent Entrepreneur (IP).

• Audit & Enforcement: A formal tax audit is only triggered if the initial notification is ignored. Taxes are assessed only upon confirmed violations, with unpaid debts referred to bailiffs.

Crucially, the Vice Minister noted that transfers between close relatives remain exempt from monitoring and carry no tax liability.
