Will Scholarships Increase Again? Sayasat Nurbek Responds

The Ministry of Science and Higher Education of Kazakhstan is reconsidering the issue of increasing student scholarships; however, a final decision has not yet been made. This was announced by the head of the department, Sayasat Nurbek, during a government briefing, reports BAQ.kz.
According to the Minister, over the past five years, the ministry has progressively increased the size of scholarships by 20–25% annually. In 2025, this program, under which the scholarship increases were carried out, was concluded.
"We are currently consulting to resume it, so that the next five-year cycle also includes increases. However, this decision has not been made," the Minister said.
According to him, the most significant increase in scholarships affected doctoral students: today, PhD doctoral students receive approximately 254,000 tenge per month, and there are plans to progressively increase this amount further. He also reminded that payments for students in pedagogical specialties had been significantly increased previously.
Speaking about the cost of tuition, he noted that in state universities it is regulated and restrained. Only a moderate adjustment is allowed, taking inflation into account - within the limits of up to 10%. In this regard, according to him, it is also planned to restrain the growth of tuition costs this year, conduct consultations with universities, and prevent sharp price spikes.
