In Kazakhstan, the Special State Allowance (SSA) remains in effect — a social support measure for citizens who have made exceptional contributions to the country or have suffered from the consequences of extraordinary events, reports Qrnews.kz.

According to the Ministry of Labor of the Republic of Kazakhstan, as of November 1, 2025, 207,780 people were receiving the SSA, with a total payout amounting to 22.3 billion tenge.

The SSA was introduced in 1999 and continues to be an important part of the country’s social protection system. Eligibility is established for 17 categories of citizens, including:

• Veterans of the Great Patriotic War (World War II) and military actions in other countries;

• Individuals equated in benefits to WWII veterans;

• Widows of those who died during the war and families of deceased military personnel;

• Holders of the titles “Halyk Kaharmany” and “Kazakhstan’s Labor Hero”;

• Homefront workers during wartime;

• Participants in the liquidation of consequences of the Chernobyl nuclear accident;

• Victims of political repression with disabilities or pension status;

• Citizens entitled to pensions for special merits to Kazakhstan;

• Other categories provided for by legislation.

The SSA amount varies from 2.13 to 138.63 Monthly Calculation Indexes (MCI) depending on the recipient category. Payments are reviewed annually in accordance with changes to the MCI.

Citizens eligible on multiple grounds may choose the most advantageous allowance. The SSA is also available to foreigners and stateless persons permanently residing in Kazakhstan.

Applications can be submitted via the eGov.kz portal or at local population service centers.
