The Minister of Justice of the Republic of Kazakhstan, Erlan Sarsembaev, provided a legal clarification regarding the grounds for terminating the powers of the Vice President during a joint session of Parliament. According to the Minister, the introduction of this institution is aimed at ensuring the stability and continuous functioning of the state administration system.

The head of the department emphasized that the Vice President does not lead an independent state body; rather, their activities are based on representation within the framework of the Head of State's direct instructions. Consequently, the powers of the Vice President are not automatically terminated upon the election of a new President.

"Since the Vice President represents the interests on behalf of the President, we do not consider it necessary to automatically terminate their powers before a newly elected President," Erlan Sarsembaev clarified.

Members of Parliament have approved the first reading of the draft Constitutional Law "On the President of the Republic of Kazakhstan." This legislative act fully defines:

• The legal status of the Vice President.

• Guarantees of their activities.

• The scope of their responsibilities.

This reform is designed to optimize the decision-making process for strategically important matters while maintaining continuity between the branches of state power.
