Strict Requirements for CCTV Cameras to Take Effect in September

Kazakhstan has officially adopted its first national standard governing the technical specifications and installation of video surveillance cameras, according to the Committee for Technical Regulation and Metrology.

Effective September 1, the regulations apply to CCTV units and systems integrated into digital networks during the design, construction, and renovation of buildings and facilities.

Under the new guidelines, primary video streams must maintain a minimum resolution of 1920×1080 pixels at no less than 25 frames per second. Systems are required to process dual video streams using H.264 or H.265 compression formats, enabling continuous recording, data transfer, and stream processing.

The standard also mandates advanced video analytics, including facial recognition, automatic license plate recognition, event logging, and automated user notifications. Archived footage must be retained for at least 30 days.

Additionally, outdoor units must feature an IP66 ingress protection rating to withstand harsh weather conditions. The regulation further defines specific parameters for mounting height, viewing angles, and functional capabilities of PTZ (Pan-Tilt-Zoom) cameras.

The National Security Committee initiated the development of this national standard.
