Why is Water in Aktau 5x More Expensive than Almaty? Residents Shocked by February Utility Bills

Residents of Aktau are expressing shock as cold water tariffs in the city have become the most expensive in Kazakhstan. Currently, a cubic meter of cold water in Aktau costs 372 tenge, a figure that significantly dwarfs prices in other major cities.
By comparison, residents in the capital, Astana, pay 89.34 tenge per cubic meter, while in Almaty, the rate stands at 73.92 tenge. In Shymkent, the price is 111.04 tenge. This stark price disparity has made Aktau the most expensive urban center for water consumption nationwide.
The issue has dominated social media discussions following the distribution of utility bills on February 11. Many citizens across the country reported that their totals did not align with previous calculations, with some seeing their bills double or even triple.
In Astana, the primary concern is the surging cost of heating. Frustrated residents shared their experiences online:
"I usually paid a maximum of 6,000 tenge for heating; this month the bill is 15,100 tenge."
"It’s not just Astana; this is happening across all of Kazakhstan."
"My bill increased by 10,000 tenge this month."
"Our total bill reached 88,000 tenge."
Many commentators expressed suspicion regarding the sudden hikes, with some suggesting that authorities are "testing the waters" to see if the public will accept the new rates without protest. As of now, utility providers have yet to provide a comprehensive explanation for the drastic increases observed in February.
