Significant changes are on the horizon for Kazakhstan’s youth sports and tourism sectors. President Kassym-Jomart Tokayev has signed a pivotal law designed to revitalize these industries while ensuring the efficient allocation of budget funds. The most sensational development is the transition to an entirely new financing system for Children and Youth Sports Schools (CYSS).

Under the new regulations, annual funding per athlete has surged from 233,000 tenge to 415,000 tenge. This substantial increase serves as a guarantee for improved training quality and modernized equipment. Furthermore, to ensure full transparency and eliminate concerns regarding the misappropriation of funds, the single operator responsible for distributing extra-budgetary sports financing will now be subject to a mandatory annual audit.

The tourism sector is also receiving a major boost with new incentives for the business community. The state has committed to subsidizing the maintenance costs of sanitary and hygienic facilities at tourist sites, bringing the condition of roadside restrooms under direct government oversight. Additionally, entrepreneurs who invest in the construction of hotels and visit centers will be eligible for a partial reimbursement of their expenses. The Ministry has also been granted expanded powers to tighten quality standards for tourism products. Collectively, these measures aim to elevate the country’s leisure culture to a new level and significantly enhance sports accessibility for children.
