Discussions are heating up in the Parliament of Kazakhstan regarding the mechanisms of the upcoming administrative amnesty. According to Senator Marat Kozhayev, the primary focus for debt and fine relief will be placed on the country’s most vulnerable social groups.

Priority Categories for Amnesty

Following proposals from the deputy corps, the amnesty will first and foremost apply to the following citizens:

• Labor and War Veterans;

• Persons with Disabilities;

• Large Families (Multi-child households), among others.

"I am actively participating in these discussions. The position of many deputies is clear: we must first provide amnesty to socially unprotected citizens. These categories should be at the top of the list," stated Senator Marat Kozhayev.

On March 17, the Head of State officially announced that an amnesty would be conducted in Kazakhstan. It is designed to cover criminal and administrative offenses that do not pose a significant threat to the safety of citizens or the state.

An administrative amnesty is an act of clemency by the state, usually timed to coincide with major anniversaries or significant political events. This particular initiative aims to ease the financial burden on thousands of citizens by wiping the slate clean for minor infractions.
