As of March 2, 2026, new amendments to the Code of Administrative Offenses have officially entered into force.
According to the new regulations, changes have been made to Article 804 of the CoA. Akimats of Astana, Almaty, Shymkent, and all regional administrations now have the legal authority to draw up administrative protocols for the pollution of public spaces.

Previously, this function was exclusively under the jurisdiction of internal affairs polices. Local executive bodies can now impose fines of 10 MCI (43,250 tenge) or sentence violators to up to 40 hours of community service for breaching cleanliness standards in parks, squares, and other public areas. This measure is aimed at improving the sanitary condition of urban environments.
