Prosecutors in Pavlodar have exposed gross violations and systemic fraud involving the misuse of budget funds allocated for public healthcare. The investigation into the assets of the "Social Health Insurance Fund" (SHIF) revealed widespread falsification of medical services.

According to official data from the Prosecutor’s Office, several medical institutions received government funding for services that were never actually rendered. Most notably, specialists including neurologists, cardiologists, surgeons, and psychologists reportedly conducted appointments for individuals who were already deceased. Furthermore, the audit discovered that obstetrician-gynecologist consultations were officially documented as having been provided to male patients.

Representatives of the supervisory authority stated:

"The audit confirmed instances of double billing through the duplication of medical services, as well as the employment of individuals without the necessary professional certificates or permits to provide medical care to the public."

The competent authorities report that following the measures taken to address these violations, over 100 million tenge in damages has been recovered for the state. Currently, two major criminal cases are pending in the courts:

• Embezzlement of 62 million tenge of state funds through illegal entrepreneurial activities in the healthcare sector.

• Material damage to the state amounting to 41 million tenge, for which investigative proceedings are ongoing.

To date, efforts continue based on prosecutorial acts to hold the responsible parties accountable under the law and to ensure all licensing documentation is regularized.
