Kazakhstan to Officially Introduce Insurance and Registration for Electric Scooters

Deputies of the Senate have approved in two readings the law on the prevention of offenses, along with related amendments to the Code of Administrative Offenses of the Republic of Kazakhstan, Kazinform reports.

One of the key provisions of the document is the tightening of requirements for the operation of rental electric scooters.

To ensure the safety of all road users, electric scooters will be classified as vehicles that require mandatory civil liability insurance. This requirement will apply to legal entities and individual entrepreneurs that provide electric scooters for rent.

In addition, companies and individual entrepreneurs renting out electric scooters will be subject to a number of obligations. In particular, they must:

• register electric scooters, assign each of them a registration number, and display it on the vehicle;
• ensure user identification and verify, through integration with authorized state information systems, that users hold a valid driver’s license of any category and have not been deprived of the right to operate vehicles;
• prevent individuals under the age of eighteen, those without a driver’s license, or those deprived of the right to operate vehicles from renting and operating electric scooters on public roads, and comply with other established requirements.

Earlier it was reported that since the beginning of 2025, 372 traffic accidents involving electric scooters have been recorded in Kazakhstan.
