The requirements for foreign citizens seeking permanent residency in Kazakhstan have been significantly tightened. Individuals planning to reside in the country are now mandated to demonstrate a high-intermediate proficiency in the state language.

The announcement was made by the Deputy Minister of Internal Affairs, Aidar Saitbekov. According to the official statement, joint amendments have been enacted by the Ministry of Internal Affairs and the Ministry of Labour and Social Protection of the Population.

Under the new regulations:

• Proficiency Level: Candidates must achieve the B2 level (Upper-Intermediate) of the Kazakh language.

• Minimum Passing Score: Applicants are required to score at least 70% on the official proficiency examination.

This update represents a major escalation in residency requirements. Previously, under regulations enacted on February 13, 2026, foreign nationals were only required to demonstrate an A1 level (Beginner) proficiency. The sudden jump of several levels reflects the government's strategic shift toward strengthening the national linguistic environment.

The Ministry underscored that this decision is aimed at:

1. Socio-Cultural Integration: Ensuring that foreign residents can effectively integrate into Kazakhstani society and culture.

2. Expanding Linguistic Influence: Broadening the scope and practical use of the state language across all sectors of society.

The newly adopted decree will serve as a primary criterion for determining the legal status of foreign nationals within the Republic of Kazakhstan.
