Public complaints regarding the registration of mobile devices imported from abroad are on the rise in Kazakhstan. Significant difficulties have been reported, particularly with smartphones brought in from Russia, Kyrgyzstan, and Uzbekistan, according to a report by Channel 31.

Retailers claim that the current registration system is frequently rejecting IMEI codes. This issue is affecting not only brand-new devices but also older models sold 4–5 years ago, which are suddenly losing service. Although the registration process is technically free for individuals, entrepreneurs argue that the complexity of the procedure forces some users to pay third-party "intermediaries" between 30,000 and 50,000 KZT to bypass technical hurdles.

Furthermore, business owners noted that installing a second SIM card often triggers a mandatory secondary verification. Failure to complete this additional step results in the device being placed on a "gray list," leading to a complete block within 30 days.

Currently, the registration process is managed by a private entity, "ATS Mediafon KZ" LLP. Retailers have criticized the company’s platform, claiming the website is unstable and fails to process applications correctly.

However, representatives of the company have refuted these claims. Madi Sherim, Commercial Director of ATS Mediafon KZ, clarified that blocking is not based on the device's country of origin but on its legal status.

"If the documents confirming the legal import of the device are provided, verification is carried out without obstacles. However, phones brought into the country without customs clearance or proper tax payments will not be registered," Sherim stated.

The company clarified the fee structure as follows:

  • For Individuals: Registration remains free of charge.
  • For Businesses: A fee of 4,325 KZT is required per device for commercial registration.

While ATS Mediafon KZ maintains that they are open to a transparent dialogue with the business community, local retailers are demanding that the registration process be transferred back under the direct jurisdiction of state authorities to ensure better oversight and stability.
