According to Mazhilis Deputy Nikita Shatalov, the newly proposed position of Vice President will possess "hybrid legitimacy." This means that while the President will appoint the candidate, the Parliament must provide official consent through a vote.

The deputy also outlined the primary responsibilities of the Vice President, which include:

  • Representing Kazakhstan at international forums;
  • Engaging with foreign delegations and international organizations, particularly those focused on humanitarian and political issues;
  • Acting as the President’s representative within the Parliament.

In addition, Nikita Shatalov announced that the legislative process will change under the updated unicameral (single-chamber) Parliament, where bills will now be reviewed in three separate readings.

"The President is progressively complicating the institutional design and redistributing powers among various branches of government. This is being done to strengthen collective responsibility for the country's development rather than concentrating everything on the presidency alone," the Shatalov added.
