Fundraising for School Graduation Parties Strictly Prohibited – Ministry of Education

In Kazakhstan, fundraising for school graduation parties is strictly prohibited, as announced by the Ministry of Education. This requirement is being implemented under a joint decision between the Ministry of Education and the Ministry of Internal Affairs.

According to the department, the graduation certificate awarding ceremonies must be held exclusively within the premises of educational organizations. Furthermore, organizing graduation parties outside of school grounds is not permitted.

The measures adopted are aimed at ensuring student safety, protecting their rights, and preventing legal offenses. In this regard, collecting funds or any other material assets from students, parents, or legal guardians is forbidden.

Local executive bodies have been instructed to organize educational and cultural events without incurring financial costs for families. Meanwhile, internal affairs agencies will strengthen oversight regarding the maintenance of public order and the assurance of student safety.
