In Kazakhstan, artificial intelligence (AI) technologies will be used when issuing passports and identity cards. The system will automatically check photos for compliance with established requirements, assess image quality, evaluate “liveness” of the face, and detect signs of image manipulation, according to Aslan Atalykov, Chairman of the Migration Service Committee of the Ministry of Internal Affairs of Kazakhstan.

He noted that in 2025, a pilot project for online documentation was launched and is currently undergoing testing. If the trials show positive results, the system is planned to be implemented into full operational use next year.

Summarizing the work, Atalykov reported that in 2025, the Migration Service of Kazakhstan provided approximately 8 million public services in the field of migration.

He also highlighted that electronic passport issuance has become available at Kazakhstan’s foreign missions in 71 countries, reducing the processing time from six months to 30 days.

Additionally, starting in 2026, Kazakhstani citizens will be able to receive identity cards for free, both when issued for the first time and when replacing an expired document.
