The regulations for obtaining a driver's license in Kazakhstan have been fundamentally revised. Minister of Digital Development Jaslan Madiev and representatives from the Ministry of Internal Affairs have approved a large-scale reform aimed at completely eliminating corruption within the system. One of the most significant changes is the removal of the "three-attempt" restriction for aspiring drivers.

Previously, candidates were entitled to only three free attempts. Under the new rules, individuals are permitted an unlimited number of attempts for both theoretical and practical exams. However, there is a caveat: the service will now be fee-based, and a mandatory 10-day interval must be observed between each attempt. Authorities believe this measure will remove the obstacles that previously incentivized the illegal purchase of licenses.

A pilot project based on Artificial Intelligence (AI) and Augmented Reality (AR) technologies will be launched in Astana. The traditional examiner will be replaced by a computer vision system. If a candidate is caught using "cheat sheets" or micro-earpieces, they will be disqualified from taking the exam for a period of one year. Furthermore, any unauthorized attempts to breach the examination database will result in criminal prosecution.

The mandatory licensing system for driving schools is also being reinstated. If a school’s graduates consistently fail exams or the quality of education is deemed substandard, the institution will face permanent revocation of its license and will be prohibited from continuing its operations.
