The United States has reportedly issued a formal warning to Ukraine regarding American economic interests in Kazakhstan following attacks on Caspian Pipeline Consortium (CPC) facilities in the Black Sea. This was reported by CNN.

According to Olga Stefanishyna, Ukraine’s envoy, attacks near Novorossiysk impacted critical American investments flowing through Kazakhstan. In response, the U.S. State Department dispatched an official diplomatic note to Kyiv.

"We were told that we must avoid striking American interests. The conversation was not about refraining from attacks on Russian military or energy infrastructure in general, but specifically about protecting clear economic interests. We have taken this into account," the envoy stated.

In November 2025, Ukrainian drones targeted the Port of Novorossiysk. The strikes damaged the pipeline infrastructure alongside Russian military targets, leading to a significant reduction in Kazakh oil exports. CNN highlighted that Chevron remains one of the largest shareholders in the CPC.

Stefanishyna noted that the United States maintains substantial economic stakes in Kazakhstan, a level of investment participation that has not yet been established in Ukraine. Despite the warning, she urged Washington to intensify sanctions against Russia, arguing that any delay in pressure benefits Moscow.

The CPC is the primary export route for Kazakh oil, transporting it to global markets via the Black Sea.
