In 2026–2027, 3.9 billion tenge is planned to be allocated for the development of Astana's general construction master plan, reports kaztag.kz.

The description of the draft budget program identifies the funding volume for 2023–2027 under program 002, "Development of general master plans for the construction of settlements":

• 2023: 3,025,555 (in thousands of tenge)

• 2024: 3,602,249

• 2025: 3,710,296

• 2026: 1,956,000

• 2027: 1,956,000

The goal of the budget program is to provide the city with construction and detailed planning projects. This includes developing and adjusting urban planning projects, schemes, and concepts; creating development schemes for suburban areas; and designing projects for the urban development of public spaces and landscaping. It also covers establishing urban planning regulations, maintaining a database for the design and construction of engineering networks and communications, monitoring construction, updating "Address Registry" data, preparing initial documents for land allotment, planning residential areas, and participating in national and international competitions, seminars, and exhibitions.

The document defines the following targets:

• 2024: The share of territory planned with new detailed approaches will reach 3.1% of the city's total area.

• 2025: This figure will be 3.2%.

• 2026: This figure will be 3.2%.

• 2025: Total area of residential buildings commissioned – 4,600 thousand square meters.

• 2026: Total area of residential buildings commissioned – 2,091 thousand square meters.

• 2027: Total area of residential buildings commissioned – 2,114 thousand square meters.
