Inaction by Kazakh Authorities Leaves $66 Million in Unrecovered Damages

Inaction by Kazakh government agencies has left 30.1 billion tenge (approx. $66 million) in state-incurred criminal damages unrecovered, according to the Prosecutor General’s Office. Over the past two years, courts reviewed cases involving 66.5 billion tenge in total damage to the state, nearly half of which remained uncollected due to agencies failing to file recovery claims.

To rectify the situation, prosecutors submitted six formal representations, three protests, and filed 27 lawsuits totaling 30.1 billion tenge. So far, these measures have recovered 651 million tenge, with remaining claims currently under judicial review. In one notable Kyzylorda case, two individuals forged documentation for 63 vehicles, depriving the budget of 575.9 million tenge. Prompted by prosecutorial intervention, the authorized agency took legal action, leading to a court ruling that mandated full repayment to the state.
